The Council for Higher Education

The Council for Higher Education (CHE) was established on the basis of the Law for a Council for Higher Education (1958) and serves as the State of Israel's body for all matters of higher education, such as approving the establishment of an institution for higher education, authorizing an institution to award academic degrees and making suggestions to recognized institutions regarding their expansion and improvement.

 


Planning and Budgeting Committee

The CHE's Planning and Budgeting Committee (PBC), was established by the Government in 1977 to serve as an independent intermediary between the Government and national institutions and the institutions of higher education in all matters relating to the budget allocations and approvals for Israel's accredited institutions of higher education.  Its mandate includes national and social needs and safe-guarding academic freedom with due diligence for the purpose of advancing research and education. Members of the Planning and Budget Committee are nominated by the Minister of Education on behalf of the Chairman and serve, with the approval of the CHE, for a period of three years, with the possibility of extending that period by an additional three years.  The PBC has seven members, including its chair:  five are senior level academics in varied disciplines and two are prominent individuals in public life and the economy.
